And yet another yearly re-release of a cmd-line decrypter and encrypter, this time for PES 2021 ... updated version from PES 2020, which got updated from PES 2019, and so on ... full credits to Tomato4cc - I merely kept updating his code-base with new keys used in full PES games

Decryption tested on SYSTEM, LIVE, and VARIATION files. Haven't had the chance to test the encryption process, but it should work :) make sure to report here if it does not
